「你們進入並佔領你們的上帝耶和華將要賜給你們的土地，安頓下來後，就會想立自己的王，像周圍的國家一樣。那麼，你們一定要立你們的上帝耶和華揀選的人；必須立你們的以色列同胞為王，不可立外族人。王不可擁有大量馬匹，也不可派人到埃及去購買馬匹，因為耶和華已經告訴你們不可回埃及。他不可擁有許多妃嬪，恐怕他的心會偏離耶和華，也不可為自己積蓄大量金銀。他登基後，要在利未祭司面前為自己抄錄一份律法書，把它放在身邊，一生誦讀，以便學習敬畏他的上帝耶和華，遵守律法書上的一切誡命和律例。這樣，他就不會妄自尊大，違背誡命，他和他的子孫就可以長久統治以色列。

你要提醒眾人順服執政掌權者，遵守法令，隨時準備做善事。

「『主耶和華說，如果君王把一部分產業賜給他兒子，這產業便歸了他兒子，由他兒子的後代繼承。如果君王把一部分產業賜給他的僕人，他的僕人在得到自由之前可以擁有這產業，到他自由的那年，這份產業仍要歸還給君王，因為君王的產業只能由他的後代繼承。君王不可驅逐百姓離開他們的土地，強奪他們的產業。他必須把自己擁有的產業賜給兒子，免得我的子民四散，失去自己的產業。』」

人人都要服從政府的權柄，因為所有的權柄都是出於上帝。現存的政權都是上帝設立的。所以，抗拒權柄，就是抗拒上帝的命令，抗拒的人必自招懲罰。掌權者不是叫行善的懼怕，而是叫作惡的懼怕。你想不怕掌權的嗎？就要行得正，這樣你會得到稱讚。要知道掌權者是上帝差遣的，對行得正的人有益處。然而，你若作惡，就該懼怕，因為他必將你繩之以法。他是上帝的僕人，代表上帝秉公行義，懲奸罰惡。所以，你們必須服從，不單是為了避免受到懲罰，也是為了良心無愧。你們納稅也是為了同樣的緣故，因為官長是上帝的僕人，負責管理這類事務。凡是別人該得的，都要給他。該得米糧的，就納糧給他；該得稅款的，就繳稅給他；該懼怕的，就懼怕他；該尊敬的，就尊敬他。

為主的緣故，你們要服從人間的一切權柄，不管是居首位的君王，還是被君王派來賞善罰惡的官員。

也要為所有的君王和掌權者禱告，使我們可以懷著虔誠、端正的心過和平安寧的生活。

「『主耶和華說，你們這些以色列的君王啊，夠了！你們應當放棄暴行和搶掠，按公平和正義行事，不要再向我的子民橫徵暴斂了！這是主耶和華說的。你們要用公道的天平、伊法和罷特。
