说：“那要统治你们的王将这样治理你们：他必征用你们的儿子，派他们作他的战车兵、骑兵、在车前奔走的前锋，又派他们作千夫长、五十夫长，替他耕田、收他的庄稼、替他制造作战的武器和战车上的装备。他必征用你们的女儿作配香膏的、烧饭的和烤饼的。他必夺去你们最好的田地、葡萄园和橄榄园，赐给自己的臣仆。你们撒种所得的和葡萄园所出的，他都征收十分之一，赐给他的太监和臣仆。他又必征收你们的仆婢、最精壮的青年和驴，替他工作。你们的羊群，他要征收十分之一；连你们自己也作他的奴仆。到时，你们必因你们为自己拣选的王而哀求，那时耶和华却不应允你们。”

“你进了耶和华你的神赐给你的地，占领了那地，居住在那里的时候，如果你说：‘我要立一位君王治理我，像我四围的列国一样。’你总要立耶和华你的神拣选的人作君王管理你；你要从你的兄弟中立一位作你的君王；不可立你的兄弟以外的人作王管理你。只是君王不可为自己加添马匹，也不可使人民回埃及去，为要加添马匹，因为耶和华曾经对你们说过：‘你们不可再回到那条路去。’他也不可为自己加添妃嫔，恐怕他的心偏离了耶和华；也不可为自己积蓄极多的金钱。“他登上了国位的时候，就要把利未支派的祭司面前的律法书，为自己抄录一份副本。那份副本要常在他身边，他一生的年日都要诵读，好学习敬畏耶和华他的神，谨守遵行这律法书上的一切话和这些律例。这样，他的心就不会高傲，轻看自己的兄弟，也不会偏左偏右，离了这诫命；好使他和他的子孙在以色列中，在他的国位上，可以日子长久。”

你要提醒他们服从执政的和掌权的，听从他们，随时准备作各种善工。

主耶和华这样说：“君王如果把自己一部分的产业作礼物赐给他的一个儿子，这产业就要归给他的子孙；那是他们所承受的基业。君王如把自己的一部分产业作礼物赐给他的一个臣仆，这产业就要归给那臣仆直到自由之年，然后要归还给君王。君王的产业，至终只可归儿子所有。君王不可夺取人民的产业，把他们赶离他们的基业。他要从自己的基业中把产业赐给自己的儿子，免得我的子民因被赶离自己的基业而四散。”

政府的权柄，人人都应当服从。因为没有一样权柄不是从神来的；掌权的都是神设立的。所以抗拒掌权的，就是反对神所设立的；反对的人必自招刑罚。执政的不是要使行善的惧怕，而是要使作恶的惧怕。你想不怕掌权的吗？只要行善，就会得到称赞；因为他是神的仆役，是对你有益的。但如果你作恶，就应当惧怕；因为他佩剑，不是没有作用的。他是神的仆役，是向作恶的人施行刑罚的。所以你们必须服从，不但是因为刑罚，也是因为良心的缘故。因此，你们也当纳税，因为他们是神的差役，专责处理这事的。你们要向各人清还所欠的；应当纳税的，就要给他纳税；应当进贡的，就给他进贡；应当敬畏的，就敬畏他；应当尊敬的，就尊敬他。

你们为主的缘故，要顺服人的一切制度，无论是至尊的君王，或是君王所派赏善罚恶的官员；

主耶和华这样说：“以色列的君王啊！你们所作的该够了吧。你们要除掉强暴和毁灭的事，施行公平和公义。不要再掠夺我子民的产业。这是主耶和华的宣告。你们要用公道的天秤、公道的量器。
