所有的人都当服从在上掌权的，因为没有一个掌权的不是出于神。所有掌权的，都是由神所指定的。所以，抗拒掌权的，就是违抗神所设立的；违抗的人，就自招惩罚。事实上，对良善的行为，掌权者并不是可怕的；而对邪恶的行为，他才是可怕的。那么，你想要不惧怕掌权的，就应当做良善的事。这样，你就会得到他的称赞。要知道，他是神的仆役，对你是有益处的。但你如果作恶，就该惧怕，因为他不是毫无理由的佩带刀剑。他是神的仆役，是报应者，使震怒临到作恶的人。因此，你们必须服从，不仅是为了震怒的缘故，也是为了良心。其实你们纳税，也是为了这缘故；因为他们是神的仆役，正是为此专心服事。

他们不但照我们所盼望的，而且照着神的旨意，首先把自己献给了主，又献给了我们。
