他們必修造久已荒涼的廢墟，建立先前淒涼之處，重修歷代荒涼之城。

耶和華如此說：「看哪，我必使雅各被擄去的帳棚歸回，也必顧惜他的住處。城必建造在原有的廢墟上，宮殿也必照樣有人居住。

看哪，日子將到，我要使我的百姓以色列和猶大被擄的人歸回。這是耶和華說的。耶和華說：我要使他們回到我所賜給他們祖先之地，他們就得這地為業。」

他們要在這地上安然居住。我向四圍恨惡他們的眾人施行審判之後，他們要建造房屋，栽葡萄園，安然居住，他們就知道我是耶和華－他們的上帝。」

他們建造房屋，居住其中，栽葡萄園，吃園中的果子；

但願以色列的救恩出自錫安。當上帝救回他被擄子民的時候，雅各要快樂，以色列要歡喜。

我先前怎樣看守他們，為要拔出、拆毀、毀壞、傾覆、苦害，也必照樣看守他們，為要建立、栽植。這是耶和華說的。

「看哪，在那些日子，到那個時候，我使猶大和耶路撒冷被擄之人歸回的時候，我要聚集萬民，帶他們下到約沙法谷去，在那裏我要為我百姓，我產業以色列的緣故，向萬民施行審判；因為他們把我的百姓分散到列國，瓜分了我的土地，

看哪，日子將到，這城必為耶和華而造，從哈楠業樓直到角門。這是耶和華說的。丈量的繩子要往外拉出，直到迦立山，又轉到歌亞；拋屍的全谷和倒灰之處，並一切田地，直到汲淪溪，又到東邊馬門的角落，都要歸耶和華為聖；不再拔出，不再傾覆，直到永遠。

耶和華指着自己的右手和大能的膀臂起誓說：「我必不再將你的五穀給仇敵作食物，外邦人也必不再喝你勞碌得來的新酒。惟有那收割的要吃，並讚美耶和華；那儲藏葡萄的要在我聖所院內喝。」

他們要住在我賜給我僕人雅各的地上，就是你們列祖所住之地。他們和他們的子孫，並子孫的子孫，都永遠住在那裏。我的僕人大衛要作他們的王，直到永遠；並且我要與他們立平安的約，作為永約。我要安頓他們，使他們人數增多，又在他們中間設立我的聖所，直到永遠。我的居所必在他們中間；我要作他們的上帝，他們要作我的子民。我的聖所在以色列人中間直到永遠，列國就知道是我－耶和華使以色列分別為聖。」

「我必使她們被擄的歸回，使所多瑪和她的女兒們、撒瑪利亞和她的女兒們，並與你一起被擄的都歸回；

萬軍之耶和華－以色列的上帝如此說：「我使被擄之人歸回的時候，他們在猶大地和其中的城鎮必再這樣說：公義的居所啊，聖山哪，願耶和華賜福給你。

「主耶和華如此說：我潔淨你們，使你們脫離一切罪孽的日子，必使城鎮有人居住，廢墟重新建造。這荒蕪的土地，曾被過路的人看為荒蕪，現今卻得以耕種。他們必說：『這荒蕪之地，現在成了像伊甸園一樣；這荒涼、荒廢、毀壞的城鎮，現今堅固，有人居住。』那時，在你們四圍其餘的列國必知道，我－耶和華修造那毀壞之處，開墾那荒蕪之地。我－耶和華說了這話，就必成就。

「所以主耶和華如此說：現在，我要使雅各被擄的人歸回，要憐憫以色列全家，又為我的聖名發熱心。

他們的財寶成為掠物，房屋變為廢墟。他們建造房屋，卻不得住在其內；栽葡萄園，卻不得喝其中所出的酒。」

所以，因你們踐踏貧寒人，向他們勒索糧稅；你們雖建造石鑿的房屋，卻不得住在其內；雖栽植美好的葡萄園，卻不得喝其中所出的酒。
