摩西到上帝那里，耶和华从山上呼唤他说：“你要这样告诉雅各家，对以色列人说：‘我向埃及人所行的事，你们都看见了，我如鹰将你们背在翅膀上，带你们来归我。如今你们若真的听从我的话，遵守我的约，就要在万民中作属我的子民，因为全地都是我的。

耶和华对我说：“你要在犹大城镇和耶路撒冷街市宣告这一切话，说：‘当听从遵行这约的话，

只有摩西可以接近耶和华，其他的人却不可接近；百姓也不可和他一同上来。”摩西下山，向百姓陈述耶和华一切的命令和典章。众百姓齐声说：“耶和华所吩咐的一切，我们都必遵行。”摩西将耶和华一切的命令都写下来。他清早起来，在山脚筑了一座坛，按着以色列十二支派立了十二根石柱。他差派以色列的年轻人去献燔祭，又宰牛献给耶和华为平安祭。摩西将血的一半盛在盆中，另一半洒在坛上。然后，他拿起约书来，念给百姓听。他们说：“耶和华所吩咐的一切，我们都必遵行，也必听从。”摩西把血洒在百姓身上，说：“看哪！这是立约的血，是耶和华按照这一切的命令和你们立约的凭据。”

这约不像我拉着他们祖宗的手，领他们出埃及地的时候与他们所立的约。我虽作他们的丈夫，他们却背了我的约。这是耶和华说的。

“当听这约的话，告诉犹大人和耶路撒冷的居民，

不像我拉着他们祖宗的手领他们出埃及地的时候，与他们所立的约；因为他们不恒心守我的约，所以我也不理他们；这是主说的。

你们是先知的子孙，也是上帝与你们祖宗所立之约的子孙，就是对亚伯拉罕说：‘地上万族都将因你的后裔得福。’

人必说：‘这是因为这地的人离弃了耶和华—他们列祖的上帝领他们出埃及地的时候与他们所立的约，

为要使你进入耶和华—你上帝的约，就是耶和华—你上帝今日向你起誓所立的；

你在何烈山站在耶和华—你上帝面前的那日，耶和华对我说：‘你为我召集百姓，我要叫他们听见我的话，使他们活在世上的日子，可以学习敬畏我，又可以教导他们的儿女。’

你们要谨慎，免得忘记耶和华—你们的上帝与你们所立的约，为自己雕刻任何形状的偶像，就是耶和华—你上帝所禁止的，

他将所吩咐你们当守的约指示你们，就是十条诫命，并将诫命写在两块石版上。
