    哈曼对亚哈随鲁王说:“有一个民族被打散,分散在你全国各省各民族之间;他们的法令与其他所有民族的都不相同,他们也不遵行王的法令,所以留下他们对王无益。如果王认为好,就请王下旨消灭他们;我将捐出一万他连得银子,交在管理国务的人手中,归入国库。”于是王从自己手上取下印戒,交给亚甲人哈米达塔的儿子哈曼——犹太人的敌人。王对哈曼说:“那银子归于你,这民族也归于你;你看怎样好,就怎样处置他们吧!”一月十三日,王的书记们被召来,照着哈曼所吩咐的一切,给王的行政官们、管理各省的省长和各民族的首领下旨,用各省的文字给各个省,用各民族的语言给各个民族,以亚哈随鲁王的名义下旨,又用王的印戒封印。诏书藉着信使们的手传送给王的各省:要各省在十二月(亚达月)十三日,一天之内,把所有的犹太人,无论老少、孩童或妇女,都除灭、击杀、消灭,并且掠夺他们的财物。这文书的副本以法令的形式在各个省颁布,通告各民族,让他们为这一天做好准备。信使们被王令催促就出发,而这法令也在苏萨城堡颁布了。那时王与哈曼坐着喝酒,苏萨城却陷入混乱。
