因為貧窮人呼求的時候，他就搭救；沒有人幫助的困苦人，他也搭救。他必憐恤軟弱和貧窮的人，拯救貧窮人的性命。他要救他們脫離欺凌和強暴，他們的血在他眼中看為寶貴。

因此，耶和華以色列的神論到牧養他（“他”原文作“我”）子民的牧人這樣說：“你們使我的羊群四散，把牠們趕走，並沒有看顧牠們；看哪！我必因你們的惡行懲罰你們。”這是耶和華的宣告。“我要親自把我羊群中餘剩的，從我把牠們趕逐到的各地，招聚出來，領牠們歸回自己的羊圈，使牠們繁殖增多。

主耶和華這樣說：看哪！我要與眾牧者為敵；我必向他們追討我的羊，使他們不再牧養羊群，也不再牧養自己。我必救我的羊脫離他們的口，不再作他們的食物。

於是，我牧養這將被宰殺的羊群，就是羊群中最困苦的；我取了兩根杖，一根我稱為“恩寵”，另一根稱為“聯合”。這樣我就牧養了羊群。在一個月之內我除滅了三個牧人。我的心厭煩他們，他們的心也討厭我。我就說：“我不再牧養你們了；那將要死的，讓他死吧！那將要被除滅的，讓他被除滅吧；那些餘剩的，讓他們彼此吞食對方的肉吧！”
