贫穷人呼求，他要搭救，无人帮助的困苦人，他也搭救。他要怜悯贫寒和贫穷的人，拯救贫穷人的性命。他要救赎他们脱离欺压和残暴，他们的血在他眼中看为宝贵。

耶和华—以色列的神论到那些牧养他百姓的牧人如此说：“你们赶散我的羊群，并未看顾他们；看哪，我必惩罚你们的恶行。这是耶和华说的。我要从我赶他们到的各国召集我羊群中剩余的，领他们归回本处；他们必生养众多。

主耶和华如此说：看哪，我必与牧人为敌，从他们手里讨回我的羊，使他们不再牧放群羊；牧人也不再喂养自己。我必救我的羊脱离他们的口，不再作他们的食物。”

于是，我牧养这群将宰的羊，就是羊群中最困苦的；我拿着两根杖，一根我称为“恩惠”，一根称为“联合”。这样，我就牧养这群羊。一个月之内，我废除了三个牧人，因为我的心厌烦他们，他们的心也憎恶我。我就说：“我不牧养你们。要死的，由他死；灭亡的，由他灭亡；剩余的，由他们彼此吞食。”
