波斯王塞鲁士元年，耶和华为要应验祂借耶利米所说的话，就感动波斯王塞鲁士，使他下诏通告全国：“波斯王塞鲁士如此说，‘天上的上帝耶和华已把天下万国都赐给我，祂吩咐我在犹大的耶路撒冷为祂建造殿宇。你们当中凡是耶和华的子民，都可以去犹大的耶路撒冷，为住在耶路撒冷的以色列的上帝耶和华建殿，愿上帝与他们同在！凡留下不回国的人，无论住在哪里，都要用金银、财物和牲畜帮助同区那些将要回国的人，此外还要为耶路撒冷的上帝的殿献上自愿献的礼物。’”

“所罗巴伯的手奠立这殿的根基，他的手也必完成这项工程。那时你便知道是万军之耶和华差遣我到你们这里来的。

你们要上山伐木，重建这殿，好让我欢喜并得到尊崇。这是耶和华说的。

撒拉铁的儿子犹大省长所罗巴伯、约撒答的儿子大祭司约书亚和所有的余民听到他们的上帝耶和华借先知哈该所讲的话，都顺服耶和华的话。百姓都敬畏耶和华。耶和华的使者哈该向百姓传达耶和华的话，说：“耶和华说，‘我与你们同在。’”耶和华感动撒拉铁的儿子犹大省长所罗巴伯、约撒答的儿子大祭司约书亚和所有的余民，他们就动工建造他们的上帝万军之耶和华的殿，

在回到耶路撒冷上帝殿的第二年二月，撒拉铁的儿子所罗巴伯、约萨达的儿子耶书亚及其祭司和利未亲族，以及所有从流亡之地回到耶路撒冷的人，开始重建耶和华的殿，并派二十岁以上的利未人做督工。

我又举目观看，见有人拿着准绳。于是我问：“你要去哪里？”他回答说：“去丈量耶路撒冷，看看有多宽多长。”此前与我说话的天使离去时，迎着他走来另一位天使，对他说：“快跑去告诉那青年，‘耶路撒冷必像没有城墙限制的村庄，因为城中将有大量的人和牲畜。

“你去告诉撒拉铁的儿子犹大省长所罗巴伯、约撒答的儿子大祭司约书亚和所有的余民，‘你们当中有谁见过这殿昔日的荣耀呢？现在你们看这殿如何？看上去岂不是一文不值吗？所罗巴伯啊，你要刚强，这是耶和华说的。约撒答的儿子大祭司约书亚啊，你要刚强；这地方的所有百姓啊，你们要刚强。这是耶和华说的。你们要动工，因为我与你们同在。这是万军之耶和华说的。这是你们离开埃及时我对你们的应许。不要惧怕，我的灵仍住在你们当中。“‘万军之耶和华说，不久，我要再次震动天、地、海洋和旱地。万军之耶和华说，我要震动万国，万国的珍宝都要送到这殿，我要使这殿充满荣耀。万军之耶和华说，金子是我的，银子也是我的。万军之耶和华说，我要使这殿比从前更加荣耀。万军之耶和华说，我要在这地方赐下平安。’”大流士王执政第二年九月二十四日，耶和华对先知哈该说：“万军之耶和华说，‘你去问祭司，如果有人用衣服兜着祭肉，而衣服碰到饼、汤、酒、油或其他食物，这些被衣服碰到的食物会成为圣洁之物吗？’”祭司们答道：“不会。”哈该又说：“如果因碰过尸体而变得不洁净的人接触这些食物，这些食物会变得不洁净吗？”祭司答道：“会变得不洁净。”于是哈该说：“耶和华说，‘这百姓和这国家在我面前也是如此。他们手中的各样工作和他们在那里所献的都不洁净。’“‘从今以后，你们要回想重建耶和华殿之前的光景。

我说塞鲁士是我的牧人，他必完成我的旨意，他会下令重建耶路撒冷，降旨奠定圣殿的根基。

我又举目观看，见有四辆马车从两座铜山之间出来。第一辆车套着红马，第二辆车套着黑马，第三辆车套着白马，第四辆车套着斑点马，马都很雄壮。我问与我说话的天使：“主啊，这些马车是什么意思？”天使说：“他们是侍立在天下之主面前的四灵，正在出发。”套着黑马的车前往北方，套着白马的车前往西方，套着斑点马的车前往南方。这些雄壮的马出来，迫不及待地要巡察大地。天使说：“你们去巡察大地吧！”它们便遵命而行。他又高声对我说：“看啊，那些到北方去的已在那里使我的心得到安慰。”耶和华的话传给了我，说：“被掳到巴比伦的黑玳、多比雅和耶大雅已经回来了，你要收集他们奉献的金银，并在当天去西番雅的儿子约西亚家。要用这些金银制作冠冕，戴在约撒答的儿子约书亚大祭司头上，告诉他，万军之耶和华说，‘看啊，那被称为大卫苗裔的要从自己的地方兴起，建造耶和华的殿。祂必建造耶和华的殿，带着王者的尊荣坐在宝座上掌权，宝座上也必坐着祭司，两者和谐共存。’这冠冕要留在耶和华的殿中，作为对黑玳、多比雅、耶大雅和西番雅的儿子约西亚的纪念。”远方的人也要来建造耶和华的殿。那时你们便知道是万军之耶和华差遣我到你们这里来的。你们若全心遵从你们上帝耶和华的话，这事就必成就。
