彼乃惡人、天主明責之、為眾所觀、

He punishes them for their wickedness where everyone can see them,

He punishes them for the sins they commit. He does it where everyone can see them.

He strikes them for their wickedness in a place for all to see,

He strikes them down because they are wicked, doing it openly for all to see.

In full view of the public, he strikes them for their wickedness,

The sins of some are obvious, reaching the place of judgment ahead of them; the sins of others trail behind them. (niv)

But those elders who are sinning you are to reprove before everyone, so that the others may take warning. (niv)
