The Canaanites managed to remain in those areas.Whenever Israel was strong militarily, they forced the Canaanites to do hard labor, but they never totally conquered them.

The men of Judah were unable to conquer the Jebusites living in Jerusalem. The Jebusites live with the people of Judah in Jerusalem to this very day.

Destroy all their carved images, all their molten images, and demolish their high places.You must dispossess the inhabitants of the land and live in it, for I have given you the land to possess it.You must divide the land by lot for an inheritance among your families. The Ephraimites did not conquer the Canaanites living in Gezer. The Canaanites live among the Ephraimites to this very day and do hard labor as their servants.

Therefore do not let sin reign in your mortal body so that you obey its desires,and do not present your members to sin as instruments to be used for unrighteousness, but present yourselves to God as those who are alive from the dead and your members to God as instruments to be used for righteousness.For sin will have no mastery over you, because you are not under law but under grace.
