When a country is rebellious, it has many rulers, but a ruler with discernment and knowledge maintains order.

A country has many rulers when its people don’t obey. But an understanding ruler knows how to keep order.

看哪！主万军之耶和华快要从耶路撒冷和犹大除掉人所依靠和所依赖的，就是所依靠的一切粮和一切水；除掉勇士和战士、审判官和先知、占卜者和长老、五十夫长和尊贵人、谋士和有技艺的工匠，以及精通法术的。我要使孩子作他们的首领，使顽童管辖他们。百姓将彼此欺压，这人欺压那人，各人欺压自己的邻人；少年人侮慢老年人，卑微人侮慢尊贵人。人必在他的父家拉住自己的兄弟，说：“你有一件外衣，就作我们的统领吧！这破败的一摊就归你手下了。”那时，他兄弟必扬声说：“我不是包扎者，我家里没有粮食，也没有外衣。你们不要立我作百姓的统领。”

因此，王啊，愿我的劝告蒙你悦纳：请你藉着施行公义断绝你的罪恶，藉着恩待受苦人断绝你的罪孽，或许你的安稳可以延长。”

城中有一个贫寒的智慧人，他用智慧救了那城；然而没有人记念那个贫寒人。
