貧窮人呼求，他要搭救，無人幫助的困苦人，他也搭救。他要憐憫貧寒和貧窮的人，拯救貧窮人的性命。他要救贖他們脫離欺壓和殘暴，他們的血在他眼中看為寶貴。

耶和華－以色列的神論到那些牧養他百姓的牧人如此說：「你們趕散我的羊羣，並未看顧他們；看哪，我必懲罰你們的惡行。這是耶和華說的。我要從我趕他們到的各國召集我羊羣中剩餘的，領他們歸回本處；他們必生養眾多。

主耶和華如此說：看哪，我必與牧人為敵，從他們手裏討回我的羊，使他們不再牧放羣羊；牧人也不再餵養自己。我必救我的羊脫離他們的口，不再作他們的食物。」

於是，我牧養這羣將宰的羊，就是羊羣中最困苦的；我拿着兩根杖，一根我稱為「恩惠」，一根稱為「聯合」。這樣，我就牧養這羣羊。一個月之內，我廢除了三個牧人，因為我的心厭煩他們，他們的心也憎惡我。我就說：「我不牧養你們。要死的，由他死；滅亡的，由他滅亡；剩餘的，由他們彼此吞食。」
