列國為何咆哮？萬民為何枉費心機？世上的君王一同行動，官長聚集商議，要抵擋耶和華和祂所膏立的王。他們說：「讓我們掙斷他們的鎖鏈，脫去他們的捆索！」坐在天上寶座上的主必笑他們，祂必嘲笑他們。那時，祂必怒斥他們，使他們充滿恐懼。祂說：「在我的錫安聖山上，我已立了我的君王。」

起來吧！這事由你處理，我們支持你，放膽去做吧！」

你們必須謹慎，切勿拒絕對你們說話的上帝。因為以色列人違背了在地上警戒他們的人，尚且逃脫不了懲罰，何況我們違背從天上警戒我們的上帝呢？

我再次吩咐你，要剛強勇敢！不要害怕，也不要灰心，因為你無論走到哪裡，你的上帝耶和華必與你同在。」

人違犯摩西的律法，經兩三個人指證後，尚且被毫不留情地處死，更何況人踐踏上帝的兒子，輕看那使人聖潔的立約之血，又藐視賜人恩典的聖靈？這等人該受多麼重的刑罰啊！

至於那些反對我作王的仇敵，把他們捉回來，在我面前處決。』」

最後，你們要靠著主和祂的大能大力作剛強的人，

如果有人不肯接受事奉你們上帝耶和華的祭司和審判官的判決，就必須處死他。如此，你們便從以色列除掉了罪惡，

你們要警醒，在信仰上堅定不移，做勇敢剛強的人。

人人都要服從政府的權柄，因為所有的權柄都是出於上帝。現存的政權都是上帝設立的。所以，抗拒權柄，就是抗拒上帝的命令，抗拒的人必自招懲罰。掌權者不是叫行善的懼怕，而是叫作惡的懼怕。你想不怕掌權的嗎？就要行得正，這樣你會得到稱讚。要知道掌權者是上帝差遣的，對行得正的人有益處。然而，你若作惡，就該懼怕，因為他必將你繩之以法。他是上帝的僕人，代表上帝秉公行義，懲奸罰惡。所以，你們必須服從，不單是為了避免受到懲罰，也是為了良心無愧。

以色列人對撒母耳說：「是誰說掃羅不該做王？把他們帶來，我們要處死他們。」
