他登基后，要在利未祭司面前为自己抄录一份律法书，把它放在身边，一生诵读，以便学习敬畏他的上帝耶和华，遵守律法书上的一切诫命和律例。这样，他就不会妄自尊大，违背诫命，他和他的子孙就可以长久统治以色列。

耶和华说：“看啊，时候将到，我要与以色列家和犹大家另立新约，这约不同于我与他们祖先所立的约，就是我牵着他们祖先的手领他们离开埃及时所立的。虽然我是他们的丈夫，他们却违背了我的约。这是耶和华说的。”

他们又与他们祖先的上帝耶和华立约，要全心全意地寻求祂。凡不寻求以色列的上帝耶和华的，无论男女老幼，一律处死。

他又把约书念给百姓听，百姓听了都说：“我们愿意遵行耶和华的一切吩咐，我们愿意顺服。”

希勒迦就对沙番书记说：“我在耶和华的殿里发现了律法书。”希勒迦就把书卷交给沙番。

全体民众万众一心，聚集在水门前的广场上。他们请律法教师以斯拉带来耶和华借摩西颁给以色列人的律法书。七月一日，以斯拉祭司把律法书带到能听懂的男女会众面前，面向水门前的广场，从清早到正午一直向他们宣读律法书，人们都侧耳倾听。律法教师以斯拉站在为这聚会预备的木台上，站在他右边的是玛他提雅、示玛、亚奈雅、乌利亚、希勒迦和玛西雅；站在他左边的是毗大雅、米沙利、玛基雅、哈顺、哈拔大拿、撒迦利亚和米书兰。以斯拉站在高处，他在全体会众面前一打开书卷，他们都站了起来。

他在执政第三年委派官员便·亥伊勒、俄巴底、撒迦利雅、拿坦业和米该亚到犹大各城教导民众，与他们同去的还有利未人示玛雅、尼探雅、西巴第雅、亚撒黑、示米拉末、约拿单、亚多尼雅、多比雅和驼·巴多尼雅，还有祭司以利沙玛和约兰。他们带着耶和华的律法书，走遍犹大各城镇教导民众。

传道者不但有智慧，还把知识传授给众人。他经过细心推敲和研究之后，编写了许多警世的箴言。传道者费尽心思寻找金玉良言，所写的都是正直诚实的道理。

尊贵与卑贱的人都在那里，奴仆不再受主人的辖制。

那时，所罗门说：“耶和华啊，你曾说你要住在密云中，现在我为你建造了殿宇，作你永远的居所。”王转身为站立在那里的以色列全体会众祝福。他说：“以色列的上帝耶和华当受称颂！祂亲口给我父大卫的应许，祂也亲手成就了！祂曾说，‘自从我把我的子民带出埃及以来，我并没有在以色列众支派中选出一座城建造殿宇作为我名所在之地，也没有选立一人做我以色列子民的君王。但如今，我拣选了耶路撒冷作为我名所在之地，又拣选了大卫来治理我的以色列子民。’”所罗门又说：“我父大卫曾想建一座殿来尊崇以色列的上帝耶和华之名，但耶和华对我父大卫说，‘你想为我建殿，这番心意是好的，但你不要建，要由你的亲生儿子为我建殿。’现在耶和华已经成就祂的应许，让我继承我父大卫的王位统治以色列，又为以色列的上帝耶和华的名建了殿。我把约柜安放在里面，约柜里有耶和华与以色列人所立的约。”

沙番书记又对王说：“希勒迦祭司交给我一卷书。”沙番就在王面前诵读这书。王听了律法书上的话，就撕裂衣服，

不可偏私，不分贵贱，不惧情面，因为判决来自上帝。如果案件太难，可以交给我处理。

约西亚王吩咐民众：“你们应当依照约书的记载庆祝逾越节，以尊崇你们的上帝耶和华。”

亚兰王已经吩咐战车长不要与对方的大小军兵交锋，只攻击以色列王。

耶和华说，‘我要照在犹大王面前所读的那书上的一切咒诅，降灾难给这地方及这里的居民。
